About Pacific States Petroleum, Inc. (PSPI)
Pacific States Petroleum is not just a workplace; it is an ownership collective. Founded in 2001, we have grown into the premier on-site fuel delivery partner in California and Nevada. As a 100% employee-owned company (ESOP), our employees literally own the success of our 24/7 operations. We operate a massive fleet delivering specialized petroleum products, and our rapid growth requires dynamic, resilient leaders. We are seeking a top-tier HR Generalist for our Concord office to serve as the foundational HR leader for our largest regional workforce.

Position Summary

This is not a purely administrative role. We are looking for the active engine of our Northern California HR operations; a strategic practitioner ready to execute core day-to-day HR functions while actively developing into a Senior Generalist or HR Business Partner.

Working virtually alongside the Director of HR & Risk Management in Concord and collaborating with the Senior Generalist team in Southern California, you will oversee full-cycle recruitment, navigate complex industrial employee relations, and drive performance management for our mechanics, drivers, and dispatchers. While you will have the support of our dedicated Accounting team for manual clerical data tasks, this person cannot be above doing manual tasks when needed. Sometimes it is an "all hands on deck" environment. You will be expected to balance these hands-on operational needs while maintaining focus on high-level execution, compliance, and strategic HR delivery.

Core Responsibilities & Strategic Focus

  • Employee Relations & Integration: Conduct neutral, legally compliant investigations into workplace conflicts within a high-pressure, 24/7 industrial logistics setting. Manage cultural integration and execute structured 30/60/90-day check-ins for new hires to minimize turnover. Leverage our ESOP culture to frame conflict resolution around shared equity and corporate success.

  • Performance Management & Disciplinary Assessment: Structure and execute performance development paths for employees. Handle the implementation of disciplinary assessments.

  • Recruitment & ATS Management: Own the internal talent pipeline. Review applications, conduct phone screenings and first-round manager interviews, and execute localized hiring strategies for highly competitive, specialized roles (CDL Drivers, Heavy Duty Mechanics).

  • Payroll & Compliance Execution: Support high-volume manual payroll processes by executing authorized system edits based strictly on approved timecard data. Ensure Northern California operations are fully compliant with 2026 California labor laws, including wage/hour mandates, equal pay equity documentation, sick leave tracking, and the distribution of annual workplace rights notices.

  • Relationship Management: Act as a core responsibility; build, manage, and maintain highly effective and diplomatic relationships across all levels of the organization.

The Path to HR Business Partner (Knowledge Requirement & Mastery)

We are explicitly hiring for growth. Candidates who demonstrate mastery of the Generalist duties will be rapidly transitioned into a Senior Generalist or HRBP role. Promotion milestones include demonstrated ability to independently manage and de-escalate high-risk employee relations issues without immediate Director intervention, the proactive identification of operational gaps, and the successful implementation of process improvements.

Furthermore, the candidate will be expected to master complex CFRA/FMLA leave management, possess strong knowledge of Workers' Comp laws and processes, and transition from executing basic performance reviews to actively designing career pathing and leadership development programs for operational managers.

Expectations and Strict Role Boundaries

To maintain departmental efficiency, you will own projects completely from start to finish, demonstrating proactive problem-solving. While you are empowered to execute independently, you must strictly escalate legally sensitive matters and final termination decisions to the Senior Leads or HR Director.

Required Qualifications

  • 5-7 years of progressive HR experience in a generalist capacity, preferably within a small growing business, manufacturing, transportation, logistics, or a similarly complex blue-collar industrial environment.

  • Deep, current knowledge of California and Federal employment law is required, specifically regarding 2026 updates encompassing wage and hour compliance, pay equity transparency, and employee mobility restrictions.

  • Strong knowledge of Workers' Compensation laws and processes.

  • Diplomatic communication skills and the resilience necessary to interact confidently and neutrally with frontline commercial drivers and senior operational directors alike.

  • Ability to respectfully challenge senior leadership in support of company goals.

  • High efficiency in assigned tasks and a demonstrated need/ability for multi-tasking.

  • Must possess a deep understanding of how to communicate the value of complex total rewards packages, specifically ESOPs, to aid in recruitment and retention.

  • Regular travel will be required for this role.
